varying column width by row

No, the column width applies to all rows in the column. You could
merge cells, but merged cells cause a lot of problems with
copy/paste and sort.

You could however give an appearance of differing column widths by
selecting, say B10 and C10, and then:
<Format> <Cells> <Alignment> tab,
Expand the 'Horizontal' box and click on,
"Center Across Selection"

Then, you could judiciously place borders around your cells to create the
desired display.
