Variations in 2000/XP/2003

Users in my organization use various versions of Word from 2000-2003. I'm
trying to formulate some standard for the use of Tracking Changes. We don't
want docs to be published outside the organization with tracking changes
information. Is it correct to say:

"Tracking changes notations can be completely removed from a document ONLY
with Word 2003. Users must accept/reject all changes and "save" or "save as"
to remove the redlining/remarks/reviewing comments. "

Or does that work for Word 2000 and 2002 as well. I've read a lot and find
I'm more confused. As an aside, our preferred method is, of course, to
publish using PDFs.

Tracked changes can be completely removed from a document in any version of
Word. The mechanism varies somewhat between versions but is the same for
Word 2002 and 2003.
