"Validated Data Base"

A client has suggested that they want a "validated data base". Other than
making sure it works with test data, is there a prescribed protocol for
"validating a data base"?

Appreciate your thoughts,

enforce referential integrity.
and
properly (not overly) normalize data.

It won't really matter what we think, if your client's definition doesn't
match ours...

What is your client after? Have them spell it out in quantifiable
requirements.
