Utility to determine what app is holding COM port open?

I am struggling with trying to determine what application
is holding open my COM ports. I have even
disabled/enabled or changed the number of the port under
Device Manger, and my program that is looking for the
port is still told that it is already being used. Is
there a utility or WindowsXP program that will tell me
what app or device is grabbing the COM port?
