Have you investigated CSVDE and LDIFDE?

They would seem to meet your requirements.

For a simple solution to what you actually asked, just
select the OU, and right click to export the right hand
data pane info (mostly just the names but that is what
you asked.)

For the command line there's also dsquery in Windows Server 2003 which is
simpler to use than ldifde/csvde.
