When a person sends me an email with a powerpoint file to open, I click on
the file to open it and I get the subject above is not found on system. What
do I have to download to get the /usr/local/bin/ppthtml on my system? I am
using Office XP.

What is the file extension for the file your trying to open?
"/usr/local/bin/ppthtml " looks like a link to a folder and not a file.
