USMT and empty program groups

Anyone have any idea on how to have scanstate or loadstate not load the
Program groups on the new computer if the app isnt installed?. Say I have
Photoshop on the old PC, It copies the program group to the start menu but
it is empty. I would like to tell it to not copy any program group if the
app isnt on the new computer. Any ideas?

The simplest way to do this is to comment out the Start Menu line under [User
Settings] and the Shared Start Menu line under [System Settings] in the
miguser.inf file.

This will prevent USMT from migrating any and all Start menu groups. The
program groups will be recreated when the corresponding applications are
installed on the new computer.
