Using Wildcards with Rules

Is there a way in Outlook , when creating a rule to use wildcards, like:
if a subject line contains anypart of the word "okie-dok" then move to
whatever folder.

So, I'm a little unsure what you want. I mean, when I read 'subject line
contains any part of the word "okie-dok"', that says that if the subject
line even has an 'o' in it, it'd match. Right? If not, could you be a
little more precise? I mean, rules are 'or' based, so if you add letters
individually, they'd match.
 
Spot-On, If I recieve a message that says for instance "EOC" but has some
mundane text in front or back it would still be moved according to the rule
to the designated folder.

That's what rules do, they are substring matches. If I have a rule that
uses 'with gent in the subject', it gets applied to anything with 'regent',
'agent', 'gentleman'... If, when I add gent to the rule, I add a space
before and after, it won't fire off of those substring hits (but if you put
in " EOC ", then it wouldn't fire if EOC happened to be at the end of the
line, with no space after it).
