using tabulator on tabbed pages

Just a quick one for someone who's done this many times.
I got an entry form which contains a number of tabbed pages,
each of which contains a number of entry fields. I can switch
the focus between the fields before I enter anything by pressing
the Tab key. The problem is that when I try to move the focus from the
last field on a page to the page heading in order to switch over to the
following page, Tab doesn't seem to work the way I would expect
it to work. Because what happens is that Access somehow
creates a new record without giving me a chance to finish data
entry for the previous record. This basically means that tabulator
somehow applies to the form's bottom line which contains buttons
for switching between existing records and creating the new ones.
Is there anything I can do in order to stop this from happening?

Forgot to mention, this is MS Access 2000 I am talking about.

Have you tried clicking Tools, Options, Keyboard and checking the setting

"Cursor stops at first/last field" ?
