How does one create and manage system policies in Windows
XP Home Edition? For example, we would like to restrict
our children from certain files, directories, options and
Internet connectivity while logged in using their profile.

Consider purchasing a good Internet Security program,
such as Symantec's Norton Internet Security 2004 and
enable "Parental Controls".
