Using Image As 3px Border (HELP PLEASE!)

I am creating a site and would like a personalized theme. I want a 3px
border in certain cells, but want to use a background image instead of a
color.

Is there a way to write a code to use an image for the "border" in CSS?

If so, could you please demonstrate the code?
