using html tags in Outlook 2000

I would like to use html formatting commands, such as
bold, unordered list, links, etc when sending emails. I
have word as my editor and send in html format. But when
I use html tags to format, the email recipient sees those
tags, and they don't function. The only way I can send
true html is to create an html page and use "Send Page by
Email." Anyone know how I can just type in the html tags
and have them work?
