Using Heading styls for TOC

I am using heading styles for generation of my TOC.
Heading one for Unit
Heading two for Section
Heading three for Chapter

I want my Section numbering to restart for each Unit

How do I accomplish this. When I try and tell it to restart numbering at
Section A it refuses.
