You can use Software Restrictions Policies to do this, but they are only
available for Windows XP and Windows Server 2003. http://support.microsoft.com/?id=824526
You can use the software restriction policy in the GPO -you can found this
in the "security Settings" in the GPO.
you can use the Path rule and restrict all the .exe files.
A path rule would be useless here as you would need to enter the path to all
the .exe files in your domain. Maybe a File Type rule would help.
