Using an index for multiple documents

I receive a document from another department that gets updated monthly with
newer content. How can I create an index that can be "migrated" to each
updated document, so I don't have to keep creating new indexes each time?

Are you indexing the same words each time? If so, you should be able to
develop a concordance for those words and use it to build the index.
