Using AD to push webpage shortcut to all users desktops

This seems like it should be very simple! I just want to
push a shortcut to our company's intranet to the desktops
of all users. In AD->USerConfig->AdminTemplates->Desktops-
Active Desktop there is a policy called Add/Delete Items
that allows you to put web-based items or ADD SHORTCUTS to
desktops - but I can't get it to add a shortcut - instead,
it just tries to open the web content on the desktop. I
just want a shortcut!! Any help? Thank you.

You could alternatively use Logon script in GPO to create a shortcut on the
desktop. See http://support.microsoft.com/?id=244677 on how to create one
using vbscript.
