Using a document to format another

We got tasked to format a bunch of lesson plans and they gave us a sample of
how they want it formatted but the problem is the formatting changes every
couple of paragraphs or so. I was wondering if there was a way to format a
document based on a master document.

Does anyone know of a quicker way to do this? Their formatting doesn't make
sense and the people requesting it this way have already told other bases to
do it this way so I don't think making changes and submitting them will work.
 
Save the document as a template. Determine whether styles have been used to
apply the formatting. If not, create styles based on the specific formatting
and apply them as required.
