using a built in template

Is there a way in Outlook that I can create a template that will have
information and blanks already created; I want to be able to have this stored
and a button on my toolbar, so when I create my message, I can click on the
button and the template will populate. The template will be small and I
would rather have the information showing in the message area instead of
creating this in word and sending an attachment. This way users can fill in
the correct information and then send, since some users are not familiar with
word. Thanks,
 
Depends on where you store the template and in which format this is. 3 basic
options;

1) If txt-file you can choose Insert-> File...-> press on the little down
arrow and choose Insert As Text
2) With Word as the E-mail Editor you can use AutoText
3) Use a third party add-in like
