In the registry I noticed user classes that I didn't know existed. In
addition to Administrator and users there is Creator-Owner and Power users.
What is Creator-Owner? I can't modify the permissions for this.
What are power users?

power user is more than limited and less than admin . used
for some games to play without admin privilages.
creater owner probably is the factory setup account.

I need to know a definitive answer to this because despite following all
suggestions here, I still get an access denied message installing SP2.
Since I cannot change the Creator Owner's priviliges to all permissions, I
wonder if that is the reason for the error.

Using SubInAcl.exe to change the registry permissions should be an
pretty safe way to try to solve your SP2 installation problem:
