I have not used home, but normally under the user manager
you can choose a box that says "user cannot change
password" and another that has "password never expires"
However my limited experience with home suggests some of
the normal options have been removed from the control
panel for no apparent reason.
Yes - if the administrator can gain access to the Computer Management MMC
then the Local Users and Groups applet, they can set the user account to
not be able to change the password.
As Far as I remember on Windows XP Home Edition you need to boot to safe
mode to logon as the Administrator account. And I do not know if you have
access to the same tools.

no, there is no tools for that in the Home addition. you
need to set a key in the registry which i don't know...
