Users moved mails returning to inbox

Hello

Environment:
User is using outlook 2003 with exchange 2003. 3 Secretaries have
publishing editor permissions on everything in his mailbox.

Problem:
Occasionally, randomly, messages moved from the users inbox to either
subfolders of the inbox, deleted items, or public folders by the secretaries
with the intention of archiving them in these folders will return back to
the inbox and be marked as unread. There is no copy of the mail in the
"moved to" folder. Can happen when user is in or out of the office. Can
happen when noone is connected to his mailbox (thats what the secretaries
tell me anyway).

Attempted fixes so far:
Cleaned his rules: - didnt work.
New Profile: - didnt work.

Plee for help:
Anyone seen this crazy stuff before or have any thoughts?

Have you by chance found a reason for what is happening? I have several
users who move mail to a folder and then the mail reappears in the Inbox
after a while. Any help would be greatly appreciated. Thanks.
 
In cases like this, you cant go with 'what the users say'
i suggest that you try to recreate this issue yourself, or with the help of
one of the users.
Also, is cached exchange mode turned on? does it do that if cached is turned
off? also, is it 2003 sp1 (clients or server)
