Users can't create database objects

When a user tries to save a query the following error message is displayed:

You do not have permission to use the 'MSysTables' object....

I cannot find the MSysTables file anywhere (even with system objects
visible) When I add the user to the "admin" group, it is fine. However, I do
not want my users added to that group for obvious reasons. Can anyone help?
