Users and passwords

I have a standalone XP Pro computer. I want to be able to prevent non-admin
user(s) from changing their password. Is this possible? I know it can be
done on a domain but this is a standalone PC.

Right-click My Computer > Manage > Local Users and Groups > Users.
Right-click desired user account > Properties > General, User cannot
change password.
