User settings in XP

My 11-year-old has been playing around with the settings on the PC and
seems to have created an administrator without a password.

When the computer has been inactive for some time, a dialog box
appears stating that the computer has been locked by
administrator/"textstring" and to enter a password. Clicking OK allows
the PC to resume normal functioning, but the persistence of this is
annoying and I was wondering if there were any easy way to remove it.
Nothing in the current help files seem to say how this might be done,
or even how this might have been done in the first place.

I suppose I should try working out how to create an admin account for
myself so as to prevent him creating new users and installing stuff I
don't want installed behind the firewall, but that's probably another
project.
