User Rights

I am trying to assign different users, and groups
different rights on a machine running XP Pro using the
local security snap in and am not able to give them
different rights, If I make a change it affects all users
including administrators. I would like to be able to make
guests and regular users unable to use things such as the
control panel. I would appreciate any help in this matter.

I wouldn't doubt that something just needs to be turned on
for individual right granting permission, but do not know.

No, in a non-domain environment, Group Policies are applied machine wide.

There are options. www.dougknox.com, Win XP Utilities, Windows XP Security Console. This utility allows you to apply a number of the group policy restrictions, on a per-user basis.
