User must change password at next logon...strange behaviour

We have noticed the following behaviour when setting the "User must change
password at next logon" account option:

1) "User must change password at next logon" using csurmgr resource kit
utility.
2) The next day the User logs into their XP workstation.
The User is not prompted to change password at this time. The User
then logs out.
3) At the next logon the user is prompted to change their password.

My question is why is the user not getting prompted to change their password
at the first logon. Secondly is there a fix for this behaviour.

We are running Windows 2000 Server (SP4) on the domain controllers and XP
(SP1) at the client side.

Any help would be appreciated with this problem.

I really don't know, but possibly there was some sort of propagation delay between
the domain controllers or maybe the user logged on with cached credentials in which
case they would not be prompted. A user can log on with cached credentials and then
later authenticate with a dc to access domain resources possibly bypassing the
requirement for that logon. --- Steve
