User lockout

I have recently discovered that I do not have the function of the user lockout command on my Win2000 server. This is a new development. When logged in as admin, if I go into active directory and choose a user to lockout our unlock, the function is grayed out and I cannot access it. Any suggestions?
 
That box is enabled when a person gets locked out and you can then unlock
him. Check the "account is disabled" option.

Not having the option to LOCK an account is normal. But you're saying that
if an account is locked and you are able to see that it is locked because
there is a checkmark, the checkbox is still disabled?
