User Level Security in Access 2007 MDB

Hi. I created a database in Access 2007. There are only three people that
would be using the database - myself and two others. I would like to
restrict it so that the other two would only be able to enter data into the
form and run one report. However, I would like to give myself access to
everything.

I added the ULS button next to the Office button but it is grayed out.

Please tell me how I can do this.
