User can't change password

Users can't change their own passwords:

I've built 15 Dell 650 using one Ghost, running 2000 SP4,
the workstations are one a network but are setup as a
workgroup not on a domain. Each user has local logons and
each login must adhere to strict password requirement.
Additionally, each users password expires every 90 days,
but since the users can't change their password I have a
proble.

I've checked the registry and have set both of the entries
to "DisableChangePassword" to "0". Created a new users
and still can't change it's password. None of the change
password functions work on any of the workstation.

Does anyone have any suggestion?

I noticed you can't change your own password in the "Users and Passwords"
app. in the control panel but I can change it at the Ctrl-Alt-Del box.

bg, Thnaks for the insight however, when a user Ctrl-Alt-
Del's the change password box is grayed out.

As the administrator, I set the user profile to "User must
change password on login" and they get a "Permission
Denied" error. It doesn't seem to be any way the user can
change their password without Administrator assistance.

Sometimes this is overlooked log on as the Administrator goto to the
Administrator Tools folder, Next Computer Management, Then goto the Local
Users and Groups, Users Folder and be sure the users have the rights to make
change passwords.
