User cannot change password coming unchecked

W2K Server. User object has "user cannot change
password" box checked in AD Users and Computers. Box is
periodically coming unchecked. Had problem under SP2,
updated to SP4 and still have problem. Password is also
set to never expire.
 
How often does this ocurr? Have you tried enabling auditing of account
management to determine who or what may be unchecking the box? That should
help you narrow it down.
 
Forgot to mention the clients are Netware. Found out my
associate placed several accounts in Domain Admins. When
a Netware password expired it synced with the domain
password. Since they did this as an admin, the box came
unchecked.
