user accounts

I am trying to set up user accounts for my family and
have got the basic power user accounts going,but cannot
change things like desktop themes in each account ,just
get error messages trying to make any change which is not
a basic theme,and am having other problems like pinball
wont save scores for my daughter any more.
Is there something I missed?Do the polices need changing?

Have you set up the new account as "Limited" or "Computer
Administrator"? If as "Limited" try it as "Computer Administreator"

I don't know about the points you mention but I have found that a lot
of things don't work properly in a limited account.
