User Accounts

I'm cleaning up a PC that has been infected with virus, spyware and
malware. Before cleaning it up I couldn't access the User Accounts in
the control panel, and still can't, from the four users or in Safe Mode.
Double clicking on the Icon doesn't even get the hourglass, it just does
nothing. Running XP SP-2, 256 RAM, Celeron 2.6 GHz.

I ran Microsoft AntiSpyware, AVG, Spybot, Ad-Aware SE and Highjack This.
It had been blocking access to the Internet, I corrected that and
updated all the tools with their latest updates. I searched Google
didn't find any thing that addressed not being able to access the User
Accounts.

What should I do next?
