Is it possible to set up a secret User Account which is not revealed on start
up? If so how and how is it accessed?

Tweak UI can do that:

And you would access it by pressing CTRL-ALT-DEL twice at the welcome screen, with no other users logged on. Then enter the username and password in the old Win2K style logon dialog.
