User Accounts

Unable to access User Accounts in the Control Panel. When
clicked, nothing happens. How can I enable it to make
changes for users?

Not sure if this will help in your situation, but...
Sometimes I have to log off and make make sure I am logging on as owner to have access to some programs. I found this to be the problem since in the beginning, I input a user name when I first began. It would not even let me get to my Norton Ffirewall and Virus options. It shows that I (under that user name) am the admin. but does't allow changes unless I re log and it specifies Owner in the log-in dialog box.
