user accounts - permissions, limitaions, accessabilities, restrici

hey,
i'd like to create 2 user accounts, seperate from my administer one.
account 1) for secure browsing incase i get hacked
account 2)for my younger cousins to use

i need to learn how to put limitaions liek the following on certain accounts:
-program restrictions
-file restrictions
-internet/network restrictions
-control panel/display property restrictions
-inability to delete/view certain files,
-inability to install programs

there are so many things i'd liek to restrict it would be easier to restirct
everything and work backwards. ( i doubt i can do this though) :(

if anyone could help me out or refer me to a site with instructions on how
to set these things up it would be greatly appreciated.

You left out a very important piece of information - whether you have XP
Pro or XP Home. If you have XP Pro, you can create very fine-grained
permissions with the Group Policy Editor. For questions about using the
Group Policy Editor, post here:
microsoft.public.windows.group_policy

If you have XP Home, look into using either MVP Doug Knox's Security
Console or the Microsoft Shared Computer Toolkit:
