User account Problem

Ok. I dont know how this happened but everytime I start
windows the welcome screen comes on and asks me to
select the user name, theres only one. I never set it to
do that and I am the only administrator. I want to delete
that but i cant, and i cant get into safemode i can get
to the menu that has the option but i can scroll up or
down. I also made my account have limited access instead
of comp administrator. I want to set myself as the
administrator and not have a welcome screen come on. What
do i do.The only options that i get under user accounts is
Create a password
change my picture
setup my account to use .net passport

I tried putting the win xp cd in again to repair but it
wont work casue im not the administrator

I am only 17 and not really qualified, however, if you
download tweak UI from microsoft powertoys, that may work
to your advantage as there is an auto log on, this can be
used with or without a password.
if this is wrong or right , can someone let us both know.

Firstly, please crosspost instead of multiposting.
Secondly, WHY can'y you boot into safe mode? How are you trying to do it and
what happens when you do?

It is NOT good practice to use the built-in administratot account for day to
day use. It is your ONLY way into the machine if anything goes wrong, other
than a repair install of XP.

When you have booted into Safe mode and logged on as The Administrator,
create a User account with Admin rights and use that on a daily basis.
