Hi:

If someone has forgotten their User Account password can it ever be
recovered. If not, and you want to delete it and establish a new User
Account how can you delete this User Account without being signed into it?
One User Account cannot delete another User Account can they?

Thanks

Yes one account with administrative privileages can reset another user's
password or can delete it by Control Panel> User Accounts > Click the user
account > Reset the password or delete it. If you can't delete or reset the
password there, you can go to Computer Management [Right Click "My Computer"
Icon > "MAnage" > "Local User And ..." > "Users" > In the right pane right
click user account and choose the option.

Simply log in using the built-in Administrator account (which
cannot be deleted) and modify the desired account(s) and use Start > Run
"control userpasswords2" to modify the desired account(s). By
design, the only way to log into the Administrator account of WinXP Home
is to reboot into Safe Mode. For WinXP Pro, pressing CTRL+ALT+DEL twice
at the Welcome Screen will produce the standard login dialog box.

Failing that, Linux-based password cracking utilities abound on the
Internet, freely available to anyone who can use Google.
