User Account Control Dialog

Hi guys!
I wrote a database that the first time it opens up you have to put in a
serial number, and that creates a file in the Windows folder, so in Windows
XP I had no problem, but in Windows 7 it won’t work only if the user account
control is turned off; now my question is how do I make that the User Account
Control dialog should come and ask me if I should allow it or not?

Mere mortals are not allowed to write to the Windows folder; I would
get with the program and write to a different folder, for example
\users\public\your_application.

You're sure that you can't do? there's no code for it? how does and other
program work like that?
