The prison sentence is (up to, equal, at least ?) two years. Everyone
knows that if you want to kick someone into prisons THIS is an excellent
way as 'annoying' as a legal term is wonderfully vague.

In other countries and epochs this term is or was called 'the dignity of
the Republic', 'the honor of the King', 'an insult to the Race and the
Greatness of the Country and the Führer'...

But in these cases you had to say something which your Government or the
Party deemed to be contrary to its interests.

In the US case today, everyone can be 'annoyed'. This largely extends
the social base for intimidation.

You can't be do better in pretending to protect your neighbor and in
reality intimidating.
 
Welllllllll... I've heard it still has to be proven constitutional. There
are huge doubts about that. YMMV. ;)

to annoy."
Does this mean that as long as you start with saying that you don't
want to annoy anybody you can say almost everything ?

Probably not. Bush seems to think that he can impose US law anywhere
in the world.
