You did not mention WHICH version of Windows that you use. Windows XP
with Service Pack 2 added support in Outlook Express (because SP-2
included a newer version of OE with some added features) for bottom
posting. Read Microsoft's KB article 886340:

If you use the registry hack to make OE bottom post, you really don't need
to perform the registry hack to add the signature at the end of the post
since it gets added after the insert point for your reply and you just
reconfigured OE to put your reply at the bottom so the reply will be after
that. But it won't hurt to do both registry edits.
I used to use OE-QuoteFix to correct some behaviors in Outlook Express but
the registry hack to bottom post eliminate most of the need for
OE-QuoteFix. Also:

OE-QuoteFix uses external files to color quoted material and to replace
emoticons with icons. After installing WinXP SP2, OE is configured by
default to block automatic downloads of external content. That means the
coloring and icons features in OE-QuoteFix will not work. If you wish to
use these features, you must disable the block in OE under Tools| Options|
Security.
Furthermore, SP2 makes changes in OE's Read all messages in plain text
feature. Instead of using an IE control, it now uses the RichEdit control.
OE-QuoteFix will not function at all if you enable the plain text feature
in OE under Tools| Options| Read."
So that's why when I retried OE-QuoteFix that it wasn't working anymore
after applying Service Pack 2. I configure OE to ALWAYS display posts in
plain text mode and that disables OE-QuoteFix. HTML should not be used in
newsgroup posts, and I block it by reading in plain-text mode (the read in
plain-text mode option is global to e-mail and newsgroups but I only use
OE for newsgroups [and use Outlook with SpamPal for e-mail]).
