/useenv in '2003?

Either I'm missing something (sanity, mayhap?) or the "/useenv"
command-line option has disappeared from devenv in VS 2003.

I'm in charge of our Audit Build Server and, to date, I've used this
option to ensure that the build environment remains stable, regardless
of what our Developers dream up.
/Please/ tell me that devenv.com now uses the defined environment
exclusively (so "/useenv" is actually redundant), or am I now at the
mercy of whatever settings my Developers dream up?

What does /useenv do?
How does it stop your developers from "dreaming up" stuff?
