Used Space That Won't Go Away

There's this problem I have concerning disk space. I had saved something in my Temporary Internet Files folder, but it didn't act right, so I deleted it. Apparently, the file size was still there (at about 150 MB). I tried again, but because of an error with the ISP, I had to abort. Whatever was saved from _that_ download remains also. Is there any way to get rid of the unused disk space from ufinished downloads and whatever? I'm running short on hard drive storage. Thanks in advance.
 
what is the file extension, what are the file attributes? if it is a .tmp it should go away when you reboot, if it is marked sys, or hidden you need to change the file attributes
