Use Zip code to fill in city and state

I am a new user and am trying to design a table to be used to mail student
information out on our police academy. When entering the information, I
would like to be able to enter just the zip code and have the city and state
names intered automatically. I think this would be a big savings on time and
getting the correct information entered.

The only way I can think of to do this is to build a table of:

City - State - Zipcodes

Then you can make your zipcode a lookup field, so that once you enter the
zipcode into a form, the other fields automatically populate. It'd take some
time to create the table, but once it's created, it'd definitely be a time
saver if you're continually e-mailing residents of certain cities.
 
I did something similar to this about 15 years ago, and you are talking
about a MAJOR undertaking. Consider that major cities have several ZIP
codes - Baltimore City alone has nearly SIXTY, which means the
metropolitan area has well over 100; the small town of Woodstock, MD
even has two - and you are talking about inputting hundreds of ZIP
codes for a small state, let alone a region of the US.

If your academy draws people nationally, you can't create this table
yourself. Contact the US Postal Service and see if they provide this
sort of data (you may have to pay). Alternately, there are companies
out there that will sell you this information, but it could be pricey!
