Does it really not work or does it just give that message?

That message means that that particular USB port is only USB 1.0 or 1.1
and that the USB storage device is capable of using USB 2.0. USB 2
devices *will* work on USB 1 ports, but they will be a lot slower.

See http://support.microsoft.com/kb/310575/en-us
Before you uninstall all of the USB controllers, it would be prudent to
have a non-USB mouse and/or keyboard handy ... just in case.

The one not working properly could be a USB 1.0

There are two possibilities here.

The first is that you have plugged a USB2 device into a USB1 or 1.1 port.
If that's the case, no amount of configuration will change this. USB1 or
1.1 hardware cannot perform at USB2 speeds.

To fix that, you will install a USB2 card. These are inexpensive, easy to
get and trivial to install.

The second is that the motherboard DOES have USB2 ports, but the motherboard
chipset drivers are not installed. In that case, install them.

I believe you can get this message when you plug in an USB1.x device
into a USB2 port as well. As all of my ports on these two Gateways and
my two Asus EEE PCs are USB2 ports and I get those messages from time to
time. Although I believe the Asus BIOS sets them to 1.1 speeds (for
compatibility) and then when Windows or Linux boots, resets them back to
USB2 speed.
