USB keyboard isn't recognized after full shutdown

After I shut down my computer and start it up again, the
keyboard needs to be re-plugged in to force Windows to
recognize it. This only happens when the computer is
shut down fully (not when it is just restarted), and
doesn't happen with my USB mouse. It also doesn't happen
with my PS2 keyboard. The keyboard is fairly normal,
except it also functions as a USB hub (it has two extra
ports). I remember this happening before, on a previous
install on the same system: I fixed it by changing a
setting in my BIOS ("-USB keyboard") from BIOS to OS (or
OS to BIOS, I can't remember), but it won't work this
time. Any suggestions are greatly appreciated.

I think in most BIOS there is a setting to enable USB keyboard in DOS. I
have it and need to be activated to use the keyboard outside xp.
