USB Hub issue

I have a Toshiba Tecra with Win XP Pro. I have an external USB hub with a
keyboard and mouse plugged into it. On bootup neither one works unless I
unplug and then replug them in. They work fine if they are plugged in
directly to the laptop USB ports, but not the hub.

Are there any settings to tell XP to probe USB ports better on bootup?

check your bios for an option to enable usb,then the
drivers should be loaded on boot.

You misunderstood. The devices work fine, but on rebooting they are only
detected and responsive if they are unplugged and then plugged back in. This
works when I unplug the hub from the laptop then plug it back in or if I
unplug each device from the hub then plug them back in to the hub. On bootup
the laptop knows the hub is there, but it doesn't see or power up any
attached devices.
 
Since you are using your hubs USB ports I'd suspect the problem to be with
the software coming with your hub. This is just a guess since I personally
don't use a hub but did you try to reinstall the hub software?

There is no software for the hub. Strictly plug and play. I think it could
end up being a poor quality hub, though.

Because keyboards and mouse devices are integral parts of your computer
perhaps they are trying to load before your USB hub is recognized. I'd
check with Toshiba to see if they have a "fix". Failing that, if you have
enough external USB ports, connect your keyboard and mouse to your laptop
USB ports and your USB hub to a different USB port. Then you can connect
any additional USB devices to your USB hub.
 
Check the BIOS too.
