can I use a short female to female usb cable to do this inside the case?
TIA

If you stick an external USB hard drive inside a case, and hook it up
via one of those internal USB connectors that some PCI cards have, it
will function normally. However, you'll have to run the power cord out
one of the empty PCI slots, or something.

Why not just take the drive out of the enclosure and hook it up to an
IDE channel?

its not a drive,its a card reader.

That is a USB2.0 card (with inside USB A female).

Meaning can you plug the card reader into the USB2.0 adapter, most
likely yes.
