Windows XP is not based on the old MS-DOS platform,
therefore there is no DOS to boot into.

Download HP format file - works for any Pen drive
http://h18000.www1.hp.com/support/files/serveroptions/us/download/20306.html

Download Win98se http://bootdisk.com/bootdisk.htm install it to a
Floppy drive.

Run the HP utility to format the disk, for an OS, point it to the
Win98 Floppy.

The USB will boot into a dos window. If you don't edit the .bat files
just CTL-C to break out of the startup if you get warnings.
