USB flash drive not working

I have a Windows XP Pro system on a Windows 2000 domain. The logged-in user
has local admin rights.

When I insert a USB flash drive the "remove device safely" icon appears in
the system tray but the drive does not show up in My Computer (or anywhere
else).

When I log in as domain admin it works fine (shows up in My Computer). When
I log in as a different user that does not have local admin rights it works
fine (shows up in My Computer). The flash drive also works normally on other
PC's.

It appears to be an issue with the users profile. Any idea what it may be
and where to start troubleshooting?

Does the users have different network shares? When you
plug in an USB drive, Windows assigns the first free
local letter and doesn't care about network shares because
the exist in the context of the logged on users only.

Using 'high' letters for network shares solves this.
