USB External HD

Hi,

I have an USB external HD. It is shown as unallocated in disk
management. However, I can do anything to it as there's a big no entry
sign on the disk. What do I need to get in this disk?

Also Device Manager shows that USB HD under Disk Drives, but Windows
Explorer won't show the new disk. Could this be driver problem? I tried
reinstalling the driver, but no luck. I can see the new USB HD under
Disk Management, but it won't allow me to do anything (e.g., format).
Please help.
